Peltor Optime 98 vs TEP-200: Hearing Protection, Class 2 Hard Hats, and What Goes in a First Aid Kit

A quality compliance manager at an industrial safety supplier compares 3M Peltor Optime 98 earmuffs (H9A) and TEP-200 tactical ear plugs, explains what a “class 2 hard hat” really means, and outlines what should be in a workplace first aid kit.

I'm the person who approves every batch of PPE before it leaves our warehouse — hearing protection, hard hats, safety glasses, first aid kits. Over the last four years, that's meant reviewing roughly 200 unique items a year and, in 2024, rejecting about 12% of first deliveries because labels and test documents didn't match reality.

The two products I get asked about the most are the 3M Peltor Optime 98 earmuffs (H9A) and the 3M Peltor TEP-200 tactical ear plug. The most common question is broader: what should you consider when choosing the type of hearing protection you use? And the one that catches people off guard: what is in a first aid kit? So here's a direct comparison of those three decisions.

My review process looks at three things, and I'll use them as the lenses here: the rating standard behind the product, how it behaves in real working conditions, and the total cost of owning it. No brand scorecards — just what I'd verify before approving it for stock.

Hearing Protection: Optime 98 vs. TEP-200

These two Peltor products get compared all the time, but they're not really competing with each other. One is designed for steady industrial noise. The other is designed for impulse noise — gunfire, nail guns, metal-on-metal impacts — while letting you hear speech and warnings. Knowing which environment you're in is half the selection process.

3M Peltor Optime 98 earmuffs (H9A)

The H9A is the industrial workhorse of the Optime line. It's rated at 26 dB NRR as labeled by 3M, which puts it in a solid range for most worksites that run above the 85 dBA action level. It's an over-ear muff with replaceable cushions and a headband that handles years of hard use.

Where it wins: consistency. You put it on, it stays put. Over an eight-hour shift, the attenuation doesn't change because someone's fingers were dirty or a plug slowly worked loose. That matters more than the NRR number. In our 50,000-unit annual order, replacement cushion availability mattered more than the label rating when the customer chose a vendor.

Where it loses: bulk and heat. It can conflict with some welding hoods and respirators. It gets uncomfortable in hot work, and if a worker needs to hear a radio call or a warning, the passive H9A won't help.

3M Peltor TEP-200 tactical ear plug

The TEP-200 takes the opposite approach. It's an in-ear plug with a small acoustic filter that reduces loud impulse noise while passing speech at a lower level. 3M rates it at 23 dB NRR — slightly below the H9A on paper — but that number doesn't capture the real advantage: situational awareness. On a range or a tactical job, hearing teammates and commands isn't optional.

It also disappears under a hard hat, a welding hood, or a balaclava. No headband to break, no cushions to replace. The trade-off is fit. Pre-molded plugs live and die by how well they seat in the ear canal. If the fit is wrong, protection drops fast. That's why I push fit testing for any plug, this one included.

The bottom line on hearing protection: steady noise above 85 dBA for a full shift → Optime 98 (H9A). Intermittent impact noise with communication needs → TEP-200. I've had customers ask for the muffs for a range and the plugs for a mill — both were mistakes.

Now, the question behind all of this: what should you consider when choosing the type of hearing protection you use? I run through five factors with every safety manager who asks:

  • Noise level and pattern — continuous or impact, and what's the 8-hour TWA?
  • Communication needs — can the user miss speech, alarms, or approaching vehicles?
  • Environment — heat, humidity, dust, sparks, or existing skin irritation in the ear canal
  • Compatibility — does it work with the hard hat, glasses, and respirator already in use?
  • Fit and discipline — are you fit-testing, or just handing out the label rating?

That last factor matters more than most people think. NIOSH's classic derating guidance suggests planning on only a fraction of the label NRR in real-world use — roughly three-quarters for earmuffs, half or less for earplugs — because lab conditions and daily use are very different. A product that's comfortable and easy to wear will always beat the technically quieter one that sits in a locker.

I didn't always believe that. In 2022, I skipped our usual fit verification to rush a bulk order of high-NRR earplugs to a customer. Their follow-up noise survey showed real protection was well below the label. We took back the remaining stock, reordered the right product, and ate the logistics. Now fit verification is a permanent line in our protocol.

“Class 2” Hard Hats: What the Term Actually Means

In March 2023, we received a pallet of hard hats ordered as class 2. The side of the boxes said “Class 2.” But the shell stamps read ANSI Type 1, Class C — no lateral impact rating and no meaningful electrical insulation. We rejected the entire batch. The vendor re-did it at their cost, but the incident changed how I review every helmet order since.

Here's the confusion: a class 2 hard hat isn't one standard thing. In North America, the modern equivalent is usually an ANSI/ISEA Z89.1 Type 2, Class E helmet. “Type 2” means protection against vertical impacts and lateral impacts. “Class E” means electrical insulation tested to 20,000 volts.

Compare that to the cheaper, more common Type 1, Class G hard hat. Type 1 only covers vertical impact to the top of the head. Class G only offers electrical insulation to 2,200 volts. For general construction with no live electrical exposure, Type 1, Class G is usually enough. But if there's any chance of energized equipment or a side impact from swinging loads, the Type 2, Class E purchase is the defensible one. The price gap on the volumes we buy is roughly $10–15 per unit. In an incident investigation, that gap looks very different.

So when someone asks whether they need a class 2 hard hat, my answer is pretty direct: if you're asking, yes. Under-specifying head protection to save a few dollars is the kind of decision that gets replayed in a courtroom, not just a quality audit.

What Is in a First Aid Kit (And Why It's Not Optional)

The comparison that surprised me most, once I started auditing safety programs seriously, isn't between two earmuffs. It's between the equipment that prevents injuries — hearing protection, hard hats — and the equipment that treats them after the fact.

In our Q1 2024 audit, we checked ten on-site first aid kits across our region. Six of them were missing items from the ANSI minimum fill list, even though the boxes proudly said “compliant.” Nobody had tracked what was used after minor incidents. That's a process gap, not a product problem.

So, what is in a first aid kit? Under ANSI/ISEA Z308.1-2021, a Class A kit for most workplaces needs minimum quantities across 16 categories, including adhesive bandages, antiseptic wipes, antibiotic treatment, burn treatment, medical exam gloves, a CPR breathing barrier, scissors, adhesive tape, eye covering, eye/skin wash, and a first aid guide. A Class B kit requires larger quantities of the same categories for higher-hazard environments.

The full list is published by the International Safety Equipment Association. Buyers should check it before trusting the word “compliant” on a box. A kit that's missing a component is only discovered when someone reaches for it — at exactly the moment it costs real time and real blood.

Here's my contrarian take: a fully stocked kit sitting unopened is the easy half. The harder half is training. I'd rather have a modest kit that someone actually knows how to use than a premium kit that nobody has opened. PPE prevents; first aid treats. If you can only afford one addition this quarter, buy the hearing protection — prevention is always cheaper than treatment. But a compliant kit costs less than an hour of lost production, and calling it optional is a joke.

  • Every site, no exceptions: an ANSI Z308.1-compliant first aid kit, and at least one trained person per shift.
